A filter for Inactivity Notices

Ability to add a filter to views to show staff on IN or not show staff on IN. This would be good for views that show inactive staff or stuff related to in-game activity to not have people on IN shown.

I agree on this as it may be annoying to check someone not meeting the requirements to know if they are in an inactive notice.
