Allow promotion recommendations to be accepted/declined by certain ranks.
Or marked automatically if the user is detected to of been promoted to the rank they were recommended for.
This should help make the viewing of promotion recommendations easier, more manageable and better organised.

Hello there. Promotion recommendations can be deleted. This should serve both of these cases.
