Functionality for OR in filters

If I want to see if they failed assignments OR last week, or had 1 session this week OR last week... i need to pages. should be able to be consolidated to 1

Add the ability for filters in Views to either be stacked together or 'or' 's (idrk how else to put that).
- Filters can currently be stacked soto find the end result which is perfect.
- Filters can't currently be either or. For example a view that either the user has rank 13 OR has the department on Hyra set as 'Staffing' .
